Overview
Law No. 40/20, approved December 16, 2020, modernized Angola's payment system framework, replacing Law No. 5/05. It establishes rules for payment services and financial data management, creates a Technical Commission for the Development of the Payments System, and authorizes licensed entities (banks, payment services companies, financial institutions) to provide payment services. The law provides the regulatory foundation for open banking and third-party API integration.
